MHA offers 100 days paid leave to paramilitary personnel in an effort to reduce stress levels at work

According to government sources, the Ministry of Home Affairs will likely announce 100 days of annual leave for security personnel of all Central Armed Police Forces.

They stated that the MHA was examining all aspects of a policy that would allow 100 days for each CAPF security officer to be with their families for at least 100 days per year.

Amit Shah, Union Home Minister, announced the policy in October 2019. The goal was to decrease work-related stress and increase happiness for about 10 lakh jawans deployed in difficult areas and remote locations.

CAPF personnel receive on average 75 days of annual leave each year. This can be increased or decreased depending upon the Force’s operational requirements.

According to a Ministry official, the Ministry held several rounds of meetings in the MHA in order to speed up the implementation of the leave policy. The latest meeting was held this month.

He explained that the Ministry has received input from all CAPFs, and is likely to take a final decision soon. It might be announced in the next month.

Officials stated that CAPFs Director Generals had submitted their recommendations following receiving feedback from field formations.

The largest CAPF force, the Central Reserve Police Force (CRPF), suggested to the Ministry to increase the casual leave to 30 days.

While addressing them, he stated that the jawans were deployed in extreme heat of 50 degrees and cold temperatures to protect the country. The Central government is working to ensure that soldiers who give their golden years to the country are able to spend approximately 100 days a year with their families. Shah said that Shah acknowledged this was a major responsibility and would soon fulfill it.

After this policy has been implemented in BSF, Indo-Tibetan Border Police and Central Industrial Security Force, the Sashastra Seema Bal will follow suit in other CAPFs, such as the Assam Rifles or the National Security Guard.

The officials in the Ministry said that once this policy is implemented it would be reviewed periodically and could prove to be a �game-changer’ in respect of the welfare of the CAPF personnel.

The field security officers deployed in the field have also acknowledged that the number of suicides and cases of fratricide will drop significantly after the implementation 100 day annual leave policy. These will also decrease the number of VRS cases in CAPFs.

A rough estimate is that over 80,000 security staff have taken VRS within the last decade. This is also why the force personnel work long hours.

According to officials, the Centre has made many efforts to increase the satisfaction levels of the 10 lakh force personnel. In this connection, around 35 lakh �Ayushman’ health cards have been given to CAPF personnel and their families and they can now avail �cashless treatment’ at 24,000 empanelled hospitals under Ayushman Bharat PM-JAY across the country.

The cards do not limit the amount of expenditure that can be made for the CAPF personnel or their family members. This joint initiative is by the National Health Authority, Health Ministry, and Home Ministry.

Officials said that the government is trying to improve CAPF personnel’s housing infrastructure. More family accommodations are being offered to field security personnel to allow them to keep their families.
